Not sure about the rest of Britain, but I seem to remember that in "The Englishman Who Went up a Hill and Came Down a Mountain" the Welsh definition of a mountain was anything greater than 1000 feet above sea level. Certainly my own childhood version of Kanchenjunga, Cadair Idris, was definitely a mountain at 2927 feet.
