In CC, Chapter XIV when Dick quants and falls in the (non-tropical) Kendall Dyke he says “I’ve got a spare pair of bags”, and Tom (?) in the stern of the Teasel in the illustration “Dick Overboard” may be wearing them too, and without a tie. But in the scene with George Owden looking down at him (Chapter IV), Tom is wearing the flannel shorts that he had on in the first chapter of CC. The Red Fox cover illustration for CC shows Dick wearing shorts not bags.

Of course AR may be harking back to his own childhood to some extent, so that some details as well as plots reflect the 1890s not the 1930s. Later AR and Eveginia were mixing with the Busks and other children in the SW episodes, but he may have had less to do with contemporary children before then.

PS: the current youth fashion is for baggy pants, but with low-rise pants exposing a band of underwear!
