Now that I have looked at BS, I find that the following passge appears in Ch 3 (Eel Sett at Night):
"...the old man talked ...of the fights over the chaining up of the entrances to some of the smaller Broads".
The mention does not explain the motivation for making certain broads inaccessible.
My thoughts are wildlife protection, wetland preservation and noise (Hullabaloo) mitigation (to give modern titles).
I don't have any definite evidence on this. However, the passage cited above indicates that the proposal caused passions to run high and so I suspect that the chaining up had an impact on the livelihoods or traditional pastimes of a significant number of people (shades of the fox hunting debate - but I don't want to enter into that....)
