The "ho, hum" was just a sort of polite cough of very mild dissent from your last paragraph, in the sense that I thought they always did obtain permission. However, on reflection, I think you are, right, and that they did not have permission to camp on Swallow Island until they arrived. I know the farm (an Arab stud in recent years) was tenanted a few years back, so I assume it always was.

Generally, yes, the camping is undertaken with permission, always granted, albeit reluctantly by Mrs Tyson in PP, and no big issue is made of it. Hard to remember that this was the era of the Kinder Scout Trespass, and so on. But there were less people about the place; the population was much less than it is today and a tiny fraction of that population were mobile. There was less pressure on the land.
