From the date that the book was published, it would have been protected by the Berne Convention. This gave copyright protection for 50 years after the author's death.
From what I can gather, W T Palmer was born in 1877 but I can not find a death date. I suspect this was why Roger was asking for someone with local knowledge - perhaps from the fell climbing community - to ascertain whether it was out of copyright.
