One thing that has always niggled me about PP is that no one raises the issue of who really owns the area of the fells that contains the mine. The S&A may claim it but that's just playing games.
On the other hand, one old man hacking at a seam of quartz won't dig out enough copper to make a living. Gold mining on a small scale may be feasible but copper mining needs to be a major industrial process to come out ahead.
