The COLREGS, The International Regulations for Preventing Collisions at Sea, provide that when two vessels are approaching each other head-on and there is a danger of a collision both should turn to starboard. Neither vessel has right-of-way. As these are international regulations I presume they apply even in the Norfolk Broads.
