Oscar G. fitted a wheel to 'Cochy', to make it easier to haul up the heavy metal plate. In the books, Peggy/Dot are commanded to simply yank it up and put the pin in.

Some modern dinghy classes, even racing ones, have aluminium centreplates, but wood/plastic is more common. Lumps of lead on the tip went out of (racing) fashion in the 1960s I believe.
