I had always conflated time of the Easter holidays of the D's in CC with the Swallow's adventures of WDMTGTS and SW. Not having a copy handy, I'll take your word for it that the latter books do occur in the summer, not spring (presumably the summer before PM.)
In that case, there is a simple answer... obviously the Swallows had planned a vacation over Easter with their father, only to have it scuppered at the last minute by an arbitrary change in his orders. It wouldn't be the only time that happened...
