It sort of depends - there's a proposal to set up a wind farm south of Cape Cod, IIRC off Nantucket, which is also a subject of concern as it's on a migratory route. I think that's also come up WRT Block Island, RI, which is otherwise dependent on small tankers bringing fuel oil from the mainland.
