Nobody wore lifejackets or bouyancy aids to go messing about in boats in the 1930's. Once we accept that (and I find that my own son, for instance, accepts without hesitation that the Swallows may have gone sailing without them, but he is not going to do so!) then I have no difficulty with Peggy rowing over alone. Indeed, she was probably safer then than she was later on with a full load in the boat - many dinghy mishaps are the result of overcrowding!
