I can't speak for Public Schools in the 30s, but at my (local-authority-run) boarding school in the 50s Rugby was the only winter game and was known as such (or "Rugger"). "Football" was the round ball you kicked around with your friends in the holidays.

Of course, we were nearly all from working-class families and wouldn't be using the same language as toffs like the Walkers, Blacketts and Callums.
