I define 'children's writers' as ones who write about and for children, taking knowledge, interests and development into account. I'm sure there are notable exceptions (can't think of one right now) but certainly the majority of children's writers have children, whether one or more, as the central figure in their plot. Adults may facilitate events, but the children generally control both the process and the final outcome.
