Until recently, all beaches, rivers lakes etc in New Zealand were covered by the 'Queen's Chain' which said that all land from the highwater mark up for a chain in length belonged to the Crown aka the NZ public. Farmers with rivers across their land were, to a certain extent, exempt from letting public cross their land willy nilly, unless there was a good trout or salmon stream which anglers (having paid their license fee) were permitted to fish in season). For everyone else, it meant access to all beaches in a way of life that has become very 'kiwi'.
Sadly, this is being challenged by some Maori who wish to reserve the seabed and foreshore for their exclusive use and profit by virtue of their ancestors being the first immigrants here. Its been a nasty battle and is likely to continue due to the significant amounts of money involved and the ego of the various combatants.
