My ML(1941) has nothing about the standards, though clearly it was keeping them. The paper is very low-grade compared with BS(1940), and similar to PM (1st edition 1943).
GN? (1947) looks just as scrubby, but doesn't mention the standards.
But I do remember that books did have the notice. In about 1943 my sister and I made a home-made book - all in pencil. I carefully copied the notice on to its back page.
