Some authors deliberately distort temporal relations so as to be able to include things in their books that really occured before or after the timescale of their creations. Maybe this was the case with the Bawdsey Radio Masts.

I suspect that was just a mistake. AR did a recce to establish the location, after the masts were up. They provided a nice touch for the return journey. It probably never entered his mind that at the moment in which he was setting the story, they weren't there.

But it's just as possible that you are right; maybe he didn't care. Why should he? He was writing fiction and they made a nice little sub-story. In his imagined world they were there...
