Yes, that's it, Laurence. Dorothea is holding the roses (top of p 46 in my edition). Nancy was gone and back in a moment with three glass vases for the flowers. The blindingly obvious inference is that the roses are to go in the vases, but equally obvious is the need to have water in the vases to make the roses last. So Nancy says (to Dorothea by obvious implication) 'Water in the bathroom'. She then provides the reason why she is in effect ordering Dorothea to fill the vases from a bathroom tap by saying that she (Nancy) has to go down to keep and eye on Cook and the stores. Everything is being done in a rush.
Any alternative explanation about eg the plumbing in the bathroom, is ludicrous, and I trust this matter is now settled. Let's get a grip!
BTW - I do welcome Adam's replies, even though he has shot down all my 'birds' in one go!
