I think Polly has an important role in Swallowdale "Show the parrot his feathers" but thereafter I don't think that he really figures in any way. However, his presence in Swallowdale makes him a real character rather than a "made up" one.
As Gibber only appears in the Peter Duck & Missee Lee books I think of him as a Peter Duck type character. Gibber is more made up than real.
