why would anybody WANT to lower the level of the lake by excavating the river bed

The water authority (I'm not sure what they were called at the time.) lowered the mean level of Coniston as a flood prevention measure. Before the adjustment, after a few days heavy rainfall, farmers with low lying fields could find their sheep grazing in a swamp.
