The seabed right applies here also in Florida, all below high water is public access, here the private owners do however make it very difficult to access this in places, As to the Ransom connection, In S&A they were told to clear of the private island,, though they moored under the sign at night.
I agree there are not enough people who respect the rights that exist, and leave trash around making it bad for those that do.
