In England and Wales (and I think in Scotland too, but that would need checking) the seabed in coastal waters belongs at common law to the Crown, as does the 'foreshore'. The foreshore is the area of the shore between the high and low tide marks, ie the 'wet' part of the beach. Above the high tide mark, the beach can belong to private individuals or organisations.
Er, I am not sure what the Ransome relevance is on this 'Right to Roam' thread - am I missing something?
