Having been an unofficial lock-keeper at Clitheroes lock on the Grand Union and one of a gang of kids who did the hard work at Teddington Lock on the Thames, I can comment that nobody was particulatly interested whether we could swim or not. Mind you the Thames Conservancy got rid of us pretty sharpish just as soon as the latter lock was electrified.
