I think Miss Turner may be sadly misjudged.
Why did she have to bring up Jim Turner and Molly Blackett? Most probably because their mother was either incapable or dead.
It was often seen, in those days, as the duty of a maiden sister to fulfil such a role. She would have sacrificed her own chances of marriage by so doing.
Having tried to bring up Jim and Molly as best as she could with a strict victorian type regime, she may have been disappointed by the outcome. However it is often the case that strictly bought up children break out.
Susequent visits when Nancy and Peggy were chidren, especially in the absence of their father, may have lead her to try again.
I think she probably did the best she could in view of her own upbringing and probably with some sacrifice to her own personal life.
