Or perhaps the villain could be the Lake District National Park Authority... Did they exist in the 40's?

'Fraid not Pam, the Lake District National Park was established on 15 August 1951.

Unfortunately reed beds are declining around the lake. We are working ... to find out why this is happening...

No great mystery, reed beds which are remarkably tolerant to pollution (they act as as a biological filter) need just one thing grow - a reasonable level of water. If the water level is too high, they die. If the water level is too low, they die. Simple.

Both Coniston and Windermere have had their mean water levels lowered since AR's time to appease the farming lobby worried about flooding. Water from Windermere is also used to supply drinking water to places far and near. Greedy farmers plus less rainfall equals a serous threat to UK wetlands.
