yes, but there are no restrictions that I can see on people joining - it is just a question of registering. And if all Tarboard photos were kept together as opposed to dotted all over the place, the potential resource is enormous - more so if someone had time to structure folders into relevant topics.
It also saves setting up your own webspace just to load a photo onto Tarboard.
