"Sir Garnet"

I was reading a book of Kipling's Animal Tales this evening, and came upon a reference to 'Sir Garnet'. Joined in coincidence to the fictitious wherry, this chap must have been a public figure around 1930. Yet his surname is elusive. Does anyone know who he might be? The Kipling tale is set in the environment of the British Army in India. Is it possible that there was a senior officer of that name and title? Ripping yarns, by the way!
