Peter Duck is not in CC. He is an invention of Titty and as she is not in CC neither would he. Even if the D's do know of PD's existance, Dick is too grounded in science to have an imaginary friend, and Dot seems to enjoy making up her own characters for stories.
The Bill in CC is not the one in PD. PD is a fantasy book, so that Bill never existed outside that story. The Bill in CC is a 'real' character.
