It's another bit of jargon designed to exclude the 'outsider' and make the 'insider' feel just that little bit special.
Seeing as we are into nit picking territory (not a crticiism, I love it)
may I point out the difference between intended and undintended consequences? Jargon is usually adopted to save time but has the effects of marking group boundaries which can become an end in itself. The S & A's renaming of the lakes geography being a case in point.
