The Rules for sailing vessels meeting were amended in the 1960 revision of the Regulations for Preventing Collisions at Sea so that they were brought into line with the racing Rules. This was a direct consequence of the growth of offshore racing. The change has been deprecated by Masters of large square rigged sail training vessels, who would prefer the old Rules.

The racing Rules have never changed on this point, although they are frequently amended.
