Apparently commercial DVD and DVD players have some programming which divide the world into different areas so that DVD releases can be timed differently on different continents. It also prevents the grey market import of DVDs from a country where they are cheaper to one where they are more expensive.
I was recently discussing the idea of releasing the TARS video Remembering Ransome on DVD with Ted Alexander. I wonder whether DVDs have enough market penetration worldwide to make that a paying proposition yet. Like music publishers with CDs, video rights owners are drooling at the prospect of everyone buying their favourite films again in the new format.
