I doubt that Commander Walker's shanty had anything to do with howdahs (which you'll find more in Kipling). It would depend on which countries were served by the Black Ball Line. The Sacramento River sounds more like California than India.
Ted Alexander might know about the Black Ball Line, but you'd better ask him direct. I don't think he follows Tarboard regularly.
