That's easy to answer.

Suppose for example that the time shown on the watch is 7.30.
Then the two times at which it's correct are 7.30 a.m. and 7.30 p.m. :-)

Can anyone here perchance quote fully and accurately the famous
Goon Show scene in which Eccles or Bluebottle has the time written on
a piece of paper?

Incidentally, Carroll, as a mathematician, really should have noticed that
there is another case in which a watch is always right twice a day, namely
if it is going at exactly twice the correct speed.
