Okay, so is "stroppy" jargon, slang, or would it be used on Radio 4? And in any case may we poor furriners have a definition?

About the rest of the debate, the only relevant point I could offer is that in the main TV announcers in the U.S., regardless of where the programs originate, tend to not display regional accesnts or usages; most of them take lessons I believe. The reason as far as I know is to be as nearly universally understood as possible. (We're talking about news, weather, etc. announcers here.) This appears true from Maine to Florida, and from New York to Kauai.
