Well I suppose its possible they lived in a small town, in a fairly rural area. My guess would be that they lived fairly near a railway station given their reliance on it for transportation.

They could conceievably live somewhere near Plymouth, the surroundings of which are quite rural. Plus, when they travel north in Swallowdale it mentions numerous changes of trains which would fit better with Plymouth than Chatham or Portsmouth

I think its says they live in the South at some point doesn't it?
