Query - prior to the development of powerful battery systems, and photoelectric circuitry to turn the buoy on for the night/off for the day would there have been lighted buoys except where a "buoy-keeper" could have reached them to manage the lamp? Haven't looked at this at all yet. Anyone got access to older ('20s or '30s maybe) charts they could look at? After all, they did use lightships, which have now largely been replaced by buoys, for major offshore navigational markers.
