Very good question Mike, as usual I suspect Firefox is unsure as to what it actually means.
What I think Firefox thinks it means is using English spelling i.e. harbour instead of harbor.
I must admit, having joined the Firefox downloading frenzy, I have now uninstalled it as it was causing conflicts with downloading some software - these have now evaporated since unistallation.
