It's a long time since I last read GN, so I may be wrong, but I imagine the relevant question about photographic "proof" is what type of potential objection you're trying to use the photographs to overcome.
I imagine the objection that Dick anticipated is "you misidentified the species" or "you got the species right but mistook visiting birds for nesting birds". Overcoming such an objection requires a much lower standard of evidence than if you are accused of wilful misrepresentation.
