Though, as I tend to point out here about once every six months,
in Peter Duck, both text and pictures, Swallow's sail has a patch
in it. The patch is not mentioned in S&A, and the events which lead
to the patch occur in Swallowdale. That is one argument for reading
SD before PD.

Another is that if you read them in that order, you understand when
starting PD that Peter himself is Titty's imaginary friend, and hence
that the events in PD are a fantasy, a story eithin the story.

As for the order of writing, I believe AR started PD, then wrote SD,
then completed PD. This may help to account for the problem of the
patch.
