Question on Peter Duck

Thanks. As I'm not English, I've problems with grammar as well.

1. The question: In Peter Duck at the end of chapter 20 (Blazed Trial)
P.D. had found a broken pipe. (Peter Duck held it out. 'See,' he said.
'Stamped 1915 and 1715 that pipe is. Everybody was smoking them pipes
round Lowestoft in the years after the war. There's Lowestoft men been
here).

So what happend in Lowestoft (in Norfolk? (in England?)) in the years
1715 and 1915, and why does this stamp mean his owner was from
Lowestoft? I don't know enough about the history of England.
