Capsizing Amazon in Coots in the North

Does anybody understand what was going on in the last complete chapter of "Coots in the North" when it appears that Nancy & Peggy were on the wrong side of the Amazon, causing her to capsize ? The apparent lack of interest from the Swallows and Scarabs, and the fact that Nancy was wearing a bathing-cap, suggests some sort of pre-arranged plan, but in that case why was Captain Flint rushing to the rescue ?
