Demotion of Cmdr Walker.

I've just started rereading Secret Water.

In 'We Didn't Mean To Go To Sea' Ted Walker returns as a Commander for a shore job at Shotley.

At the beginning of Secret Water he is referred to as Captain Walker but by the marooning he is back to Commander. Is this a misprint (I'm reading my daughters' Red Fox Version no access to originals)?

The answer cannot be that the title refers to his position as a ships skipper as:

1. He seems to be back in a staff job.
2. Such use was not a rank as in:

"Who is the Captain of HMS CONISTON?"
"It was Commander Walker but...."

On the other hand I may have completely misread it!?!
