Reading carefully, Commander Walker actually experiences a very brief promotion during the trial sail of the Wizard and the loading of the Goblin in the last couple of pages of Chapter 2. Earlier in Chapters 1 and 2, he is still a Commander. He only gets this promotion after consuming a huge dish of fried bacon provided by Miss Powell. As soon as the Goblin sets sail in Chapter 3 he reverts to Commander.
