Of course, the two aren't remotely comparable. I see attempts to drag "Roger" and "Dick" into this discussion as a sign of desperation- or a joke, but it doesn't help much in real life.
Those are currently used and popular boys' names, whereas "Titty" was always odd (when I was small, I found it odd, although free of any ulterior meaning) and now has a very strong slang meaning.
I worked for thirty years at the BBC and experienced how fanatically scrutininsed is every single thing they do. If they feel they have to change the name, they probably do.
