Your point about the chain perhaps fouling the exposed fluke is a very good one.

Thinking of the topography of Harwich we can assume that Jim anchored on the Shelf (a safe spot from the merchant shipping point of view, being shallow, but not a good anchorage really, too "bouncy") because that was where the wind died. I've anchored there myself in a sudden sea fog, but not otherwise.
