Yes, the 'time frame' is important in SW, as it is in all the books. The managing of time in his stories was something AR was particularly good at. There is an article on this theme in the forthcoming Mixed Moss.
But he didn't like clocks and watches! Roger's watch was always 'bust', and AR very rarely included a clock in his illustrations.
