I have obviously missed a link to find where Buxton came in to Tarboard in the first place.
A steam engine starting off with it's cylinder drain cocks open (as it should) will show plenty of steam around the front end. On a cold day this can be enough to envelop a whole engine in steam.
Later on these drain cocks will be shut and little or no steam should issue from the engine except, perhaps, from the chimney when the blower in on.

Some people can mistake smoke for steam and this can lead to the erroneous impression that the engine is in trouble.
