Yes, the text says that the frocks were flounced. That's what must have done it. Plus the hats and gloves.

Blouses and skirts for the female Swallows? That would make sense, but most of the drawings seem to show one-piece dresses. In Pauline Marshall's Where It All Began the photographs (late 1920s) show Pauline and her sister in shorts when obviously 'playing', but a shot of Georgina in a skirt is captioned 'in Sunday best'. However, Pauline admits they were 'tomboys', so maybe that's the answer - the tomboyish Nancy and Peggy wore shorts, while Susan and Titty, definitely not tomboys, wore skirts. All the same, I am sure they would have been better off in shorts.
