They were lucky to be wearing short skirts. It is less than a hundred years since women wore skirts to the ankle as a matter or course. Just look at all those photos of the Suffragettes in the 1910s.
Also, and I am sorry to lower the tone, they would almost certainly have been wearing "matching underneaths" (to quote Elinor Brent-Dyer's JOEY AND CO IN TIROL, another in that fine series of Chalet School books I may have mentioned before). So skirts would have been no more immodest when climbing than shorts.
