I dunno Adam - most places had a large loss due to the war and the Spanish flu epidemic right after. My own grandmother lost two sons and both my parents(father born 1908, mother born 1916) knew of many women who lost their husbands or fiancees and remained alone all their lives. In addition the permanently maimed and thus unable to work, and those who died of their wounds during or after the war were a significant number.
A two million rise in ten years when the population is already 42 million seems rather small, especially when there was little or no birth control and no family limiting policies as far as I know.
