I get the feeling they will have had a reasonably comfortable and dry passage back to the Orwell aboard the Goblin

Towing even one sailing dinghy is a pain, let alone two. They tend to sheer about.

With a fairly light westerly wind I'm surprised that Commander Walker didn't ask John and Nancy with two of the others crewing to sail the dinghies back in convoy - with the wind aft and the plates up they would have probably been just as fast as far as the Harwich breakwater, and then could tide dodge in the shallows in the way the Goblin couldn't.

But I expect he planned to motor against the ebb from the Harwich breakwater through the harbour and up the Orwell. He didn't seem to have any hang-ups about using the engine when he needed to make a fast passage.
